Mortgage rates hit low of 4.36 pct.

RATES DIP: The average rate for a 30-year fixed loan fell this week to 4.36 percent, mortgage buyer Freddie Mac said. That's the lowest level since the mortgage buyer began tracking rates in 1971. ANOTHER DROP: It was the eighth time in nine weeks that rates have fallen to the lowest level in decades. Rates on the 15-year fixed loan fell to 3.86 percent, the lowest level on records starting in 1991.
